The Ṛṣi Indra Muṣkavān, who composed Rig Veda 10.38.5, was expressing that as Indra, bounded at scrotum by Kutsa, is not coming to him to help him. Thus, he is requesting Indra to release himself and come to him for providing help.

स्ववृजं हि त्वामहमिन्द्र शुश्रवानानुदं वृषभ रध्रचोदनम् । प्र मुञ्चस्व परि कुत्सादिहा गहि किमु त्वावान्मुष्कयोर्बद्ध आसते ॥
svavṛjaṃ hi tvām aham indra śuśravānānudaṃ vṛṣabha radhracodanam | pra muñcasva
pari kutsād ihā gahi kim u
tvāvān muṣkayor baddha āsate ||
English translation:
For I
have heard of you, Indra, as tightly wound, unyielding, spurring on
(even) the feeble, o bull.
Release yourself from
Kutsa! Come here! Will such a one as you stay tied by the scrotum?

The word muṣka in त्वावान्मुष्कयोर्बद्ध आसते - tvāvān muṣkayor baddha āsate, indicates scrotum.

Kutsa binding Indra at scrotum does not indicate Kutsa physically binding Indra. It should be understood in esoteric sense.
Indra indicates the Illuminated mind, but not any physical God, of the individual in spiritual practices.
Kutsa binding Indra at scrotum indicates that Kutsa had already overcome his carnal desires and got the BLISS or SELF REALISATION.
If understood in an esoteric sense, it indicates of Ṛṣi indra muṣkavān’s inability in getting BLISS or Self Realisation, though Kutsa had already got the BLISS.
