What is the inner meaning of adoring the form of Rudra mentally (Rig Veda 1.114.5)?

I have come across two oxymoronic Riks in Rig Veda: Rig Veda 10.168.4 states that the Brahman cannot be seen, and Rig Veda 1.114.5 states that the form of Rudra is to be adored mentally.

A) Rig Veda explicitly say that the formless ENERGY or BRAHMAN, which was referred to through various epithets like AGNI, INDRA, RUDRA, VAYU, SARASWATI, etc, was mentioned as that ONE cannot be seen.

Rig Veda 10.168.4 - deity - vāyu

आत्मा देवानां भुवनस्य गर्भो यथावशं चरति देव एषः घोषा इदस्य शृण्विरे रूपं तस्मै वाताय हविषा विधेम
ātmā devānām bhuvanasya garbho yathāvaśaṃ carati deva eṣaḥ | ghoṣā id asya śṛṇvire na rūpaṃ tasmai vātāya haviṣā vidhema ||

English translation:

The breath of the Divinities, the embryo of the world, this god wanders as he wishes. Only his sounds are heard, not his form. To him, to the vāyu, we would do honor with our oblation.

B) Rig Veda 1.114.5

दिवो वराहमरुषं कपर्दिनं त्वेषं रूपं नमसा नि ह्वयामहे हस्ते बिभ्रद्भेषजा वार्याणि शर्म वर्म च्छर्दिरस्मभ्यं यंसत्
divo varāham aruṣaṃ kapardinaṃ tveṣaṃ rūpaṃ namasā ni hvayāmahe | haste bibhrad bheṣajā vāryāṇi śarma varma cchardir asmabhyaṃ yaṃsat ||

English translation:

We meditate upon, with reverence, the turbulent form (of Rudra), the cloud/boar of heaven, flame-red, with braided hair, Bearing in his hand desirable healing remedies, he will extend shelter, covering, and protection to us.

Interestingly, while describing Rudra to be helpful in instilling positive traits, which assist in progressing spiritually, this Rik states that the form of Rudra is to be adored mentally.

Though got confused initially, I understood later the esoteric meaning of adoring the form of Rudra mentally, which is as follows:

—-

It indicates 2 probable solutions:

1.     there might have existed both Nirguṇa and Saguṇa forms of worship in Rig Vedic era, and adoring the form of Rudra mentally comes under Saguṇa form of worship, (or)

2.     Rudra is called divo varāham and kapardinaṃ

3.     divo varāham indicates esoterically, as indicated in another answer post, complete eradication of weaknesses/vices in the individual involved in spiritual practices and DIVINE blessing of the BRAHMAN

4.     Esoterically, remembrance of Rudra's "Kapardin" form of Luminous form of BRAHMAN, pervading everywhere through multiple rays, indicating experiencing of DIVINE BLISS at the culmination of spirituality.

Hence, adoring the form of Rudra mentally does not indicate physical form of worship of Rudra, but indicates esoterically experiencing of DIVINE BLISS/Illumination of the BRAHMAN.
